Ways of the Seven
The Imperial Diet is one of the primary governing bodies of the Valuan Empire. The Diet is composed of Counts or, more often, their appointed Proconsul, as well as various magistrates of lesser power appointed by the Emperor or elected by the Diet as a whole. The primary purpose of the Diet is to council the Emperor, as well as to administrate law and Imperial decree. The Diet partially holds the Emperor and the Council of Mages in check through the sheer wealth and political influence of it’s members.
The primary method by which the Diet influences Imperial administration is by the crafting and voting upon of Imperial Propositions, bills of law that set down various proposed initiatives and guidelines regarding foreign and domestic Imperial policy. Whenever the Diet is convened, at least six and no more than ten proposals—prepared ahead of time by interested factions—are presented and voted upon. Each member may vote for up to four proposals, and the three most popular proposals are sent to the Emperor himself. The Emperor is bound to “respect and uphold the wishes of his Diet’s Proposals, and to execute all just and due diligence to see to their implementation” although he may do so “by means of His Imperial Majesty’s own discretion.”
